Winter in New England

According to recent reports we have seen, the coming winter is shaping up as a financially and economically frosty one in New England. (Ditto other chilly parts of the U.S. -- where most of America's population still resides -- Midwest, Middle Atlantic states, western states apart from California and a few other warmies). Specifically, it is estimated that New England families will be paying out $1,600 - $1,700/MONTH for combined heating, gasoline, and electric bills. Keeping in mind that winters are both long and cold in the parts of the country where most Americans live, we are wondering what the basis could possibly be for the numerous cheery prognostications for economic recovery, resumption of growth, and rise in FED-controlled overnight interest rates ever-so-many bulls are insisting upon.
